You are right, it's actually like 2-3% of the population commit half the murders, because black males 13-30 commit the vast majority of murders committed by black people. If you really wanted effective gun control you need a bill that gives every black male in that age range an automatic red flag order. Surely that's more fair than disarming hundreds of millions of people who don't commit gun crime or any crime?

It failed to equip many for access to an'anglo society' and all that entails, financial/residential/educational/vocational and the likes.
