This appears to be an effort working along the same lines as the European Union has done.
Essentially the enforcement backbone is protection of intellectual property.

A bi-partisan bill working its way through Congress could drastically change how copyright claims are processed, and would create a system to impose up to $30,000 in fines on anyone who shares protected material online.

The Senate Judiciary Committee last week approved the “Copyright Alternative in Small-Claims Enforcement Act of 2019,” which “creates a voluntary small claims board within the Copyright Office that will provide copyright owners with an alternative to the expensive process of bringing copyright claims, including infringement and misrepresentation …. in federal court,” according to the Copyright Alliance.

If that's the case then any parody can be gone after as well. Incoming fun police...

Everyone will now be required to attach a GPL license to their memes

Thanks congress for voting on this important issue.
How about the war on drugs, welfare, lobbyist reform, etc....

Who sponsored this bill? They need to be targeted by a meme war like NPCNN in 2017.

Bi-partisan, imagine that. The only thing they can agree on is destroying our rights.

Looked it up

The CASE Act of 2019 was introduced on May 1, 2019 in the U.S. House of Representatives (H.R. 2426)[4] by Representatives Hakeem Jeffries (D-NY) and Doug Collins (R-GA); and for the first time in the Senate (S. 1273)[5] by Senators John Kennedy (R-LA), Thom Tillis (R-NC), Dick Durbin (D-IL), and Mazie Hirono(D-HI). Original House co-sponsors include: HJC Chairman Jerry Nadler (D-NY) and HJC IP Subcommittee Chairman Hank Johnson (D-GA), as well as Martha Roby (R-AL), Judy Chu (D-CA), Ben Cline (R-VA), Ted Lieu (D-CA), and Brian Fitzpatrick (R-PA).
Some usual suspects - Hakeem Jeffries, Cuck Tillis, Durbin, Hironohito, Nadless, Guam Will Tip Over. No surprises there.
Disappointed in Kennedy. I say, I say, that boy needs to get primaried.

Yet again the LA republican party disappoints.

It should kinda be beneath members of Congress to pursue this? I don't know, I just thought maybe there are more important things to go after instead.

Those kind of issues require too much thinking.
Our tax dollars go to these corrupt dimwits whose only skill is duping people to vote for them.

It would be epic if Trump vetoed this. Would they have enough votes to pass it without his signature?
