This appears to be an effort working along the same lines as the European Union has done.

Essentially the enforcement backbone is protection of intellectual property.

Senate bill to punish meme sharing working its way through Congress

It should kinda be beneath members of Congress to pursue this? I don't know, I just thought maybe there are more important things to go after instead.
