It needs to go. This isn't even in the top 50 of things you'll be upset to know he's planning "on the first day" though.
Edit: true, don't love this being done by Biden alone rather than legislation, so I agree with that aspect being bunk

Seems like a private company could win legislation on losses when a single person can start and stop work like this

I really don’t see how this is possible. Obviously this will be determined by the courts.
The main part of the Keystone pipeline is already built. This is just an expansion.
