He obviously cuffed him around the 45 second mark. You can tell he’s cuffed when he moves him to the front.
After the officer smashes the stash, he uncuffs him and you can literally hear him say “be on your way” and “don’t ever frick with me again.”
Why are people so bad at interpreting fricking videos? It’s part of the reason we’re in such bad shape as a country. You can’t see what’s right in front of you.
