No one calls the TV station upon finding a dead body in your office. No one. Unless you have to seed a particular narrative in the media.

and Joe was in DC....so maybe her husband? but he was out of town? and aside from the medical examiner, the police would have suspected foul play too but they didnt

The constituents who found her body called the police...why would Joe, who was in DC, call the police?

Flight time from Florida to DC is 2 hours. He called 3 hours later. So the two get in a fight about something he does something stupid in a fit of rage and freaks out leaves her there and immediately calls his lawyer to figure out what to do. Lawyer calls in what amounts to a death squad and has Joe head off to DC to be far away. Once landed and with the knowledge the cleaner has...dealt with the problem, he makes his calls. Timeline fits and Joe is now beholden to play the game forever.
Thinking further, Joe is quite a guilt ridden weak link in the chain of corruption. Makes sense to keep attacking at it. If it breaks the whole chain falls apart.
