I'm not enough of a photo geek to ask about details on lens, zoom and such, but these weather balloons aren't unique to China. And they fly at around 60,000 ft, or more.
The important thing is what's it carrying, and what may be in its flight path that would interest the CCP.
Like in Montana, we have ICBM silos.

It basically went over kentucky, tennessee, and SC today.
