No idea but according to Reddit they aren't offering any money, just the ability to continue working from home until your resignation date. Sounds like a shitty deal.
I doubt they get many takers. They are going to need to do a proper buyout with $$$.

Nice promise, but buyouts don't work like he says they do.
They can be offered at any time, but the amount an employee will get (by law) is the lesser of $25K ($40K for DoD) or how much they would have gotten had they been subject to RIF.
Also, the article says they can simply accept by saying "resign". But that comes with a permanent cost: an employee does not take health or life insurance benefits. They have to retire on an immediate annuity to be able to take those into retirement.
(In my case I would not be eligible as my position involves "national security".)

As I've mentioned before, we have no space to house everyone who has my office as their "official duty station". Even if you did reduce headcount by any of these plans, I doubt you would reduce it enough to solve the space problem.

66 years old, most medium to small businesses, which employ the bulk of US workers do not provide severance payments to hourly workers, you must be one of those Union or salaried types.

Reddit is not correct, that is an official OPM email account.

Those who planned to retire on or before that date may take the deal. They would only have to come in on their final day to turn in their equipment, govt credit card (if they have one), any badge, and leave.
The only catch is, if they say "resign", and then file retirement paperwork, OPM may say "you resigned" and then deny them FEHB/FEGLI benefits which you can take into retirement but not into resignation.

If they resigned, they could in most cases reapply (though if they were a poor employee, there are ways to keep the person from coming back).
Retirement is another story; it's harder to return as a retired annuitant.

Nonsense. Elon doesn't have the ability to just utilize a HR account from OPM if he isn't a government employee in OPM.
