I honestly have no idea...
The most likely answer is that he was really good at covering his bases and convinced Navarro of his suitability for a job.
If I put on my tin foil hat... Navarro was in on it too. Who knows..

Halper, who already knew Navarro in the context of being a China scholar and interviewing for his anti-China book and film, pitched himself for an ambassadorship in Asia, according to a source briefed on their interactions.
