They did it openly with Ukraine in 2016 and the media waived it off as “debunked”. This is why they can literally say anything they want. No one with a forum will challenge them. This is also why they want Trumps Twitter silenced.

The distinction will be that they are individuals, rather than acting on behalf of a foreign government. Others will argue that Australia is an ally, while Russia is a hostile power.

Neither makes any difference under 52 USC 30121.

The question is whether they are making a “contribution or donation.” If they are being paid, no. If they are volunteers, probably yes.

I was going to be a smartass and say that we would be getting the "libertarian" justification but you beat me here.

Maybe you can tell us what the "Russian government" is actually doing, since nobody else can.

It's Legal, because Conservative politicians don't have the stones to lay down the law, and bully the Dems, like they bully them, hourly in DC.
