Ausitn, Tx passes San Fran and LA policies that led to HUGE homeless populations

Democrat control city council just adopted the same policies as SF, LA, and Seattle.
The squalid, drug-infested, diseased nature of life on the streets in San Francisco, Los Angeles, Seattle, and other uber-Left-wing cities along the West Coast is coming to the heart of the Lone Star State, and residents there likely aren’t ready for it.
A new policy adopted by the Democratic city council in Austin, Texas, will allow anyone who is homeless to camp out in any public square or venue, a policy that we predict will serve as a magnet for homeless people (much like the policies in L.A., San Fran, and Seattle are doing).
The policy change went into effect on July 1, just 10 days after the city council decriminalized homelessness, Big League Politics reported, noting further:

You gotta just love how "decriminalizing homelessness" is actually code speak for in many cases..
Allowing heroin junkies and panhandling bums to set up shop in the most posh choice areas of tourism and wealthy biz/residences, so they can have quicker access to their prime earning and amenities.
Sure, they homestead some open fields and woods,etc..
But they aren't stupid, they aren't working the ghettos and barrios, they pesk tourists and Fortune 500 folks.

Gov. Abbott gave a press conference afterward this was passed, and made it pretty clear the state of Texas is going to pass something state wide to put a stop to this.
Of course, as more illegals flow in, eventually there will most likely be a Dem governor to overturn anything Abbott and the Republicans do now.

A little closer to my home, a few years ago, the respective city councils of Shelby and Asheville each had votes on what to do about the homeless situations in their towns.
Asheville voted to coddle and encourage them. Shelby went the other route. Go to Shelby any time and good luck finding the first bum (yes, BUM).
Asheville, on the other hand, is a drug-addict infested shite-stain. I live barely 20 minutes from downtown, and I avoid it like the plague.
Can someone please explain to me why we are coddling, encouraging and making excuses for laziness, mental illness and drug/alcohol addiction?
