During the Cuban Missile crisis our government considered using a non-lethal bioweapon to incapacitate the Cubans to facilitate a non-bloody invasion (Operation Mongoose). Non-lethal bioweapons were tested in areas of the U.S. to gage their effectiveness. So thinking that an administration here or a foreign government would not consider using a bio-weapon for political gain is somewhat naive even knowing that a certain percentage of the population would not survive. Power and control know no bounds.
