Fast forward to 2017. Congress with Trump's signature abolished the mandate.

I think it was

had Roberts killed the mandate, I believe that Congress would have scraped it and gone back to the drawing board & would have required some republican support to change/fix

at a minimum, I think we'd have gotten some concessions that would have mitigated the damage

but I do not really know 100% - no one does...
