Not sure it is criminal like the Hatch act but you can sure as hell be fined or terminated for it.

State employees are not supposed to actively participate in political action. Not supposed to advertise with yard signs etc. Sure as hell not supposed to be putting up signs.
JBE brother sends out campaign donation request on Dept letterhead and paid for postage from the dept.

Civil Service rules prohibit state employees from political activity. Most likely it's paid campaign workers. I don't see a DOTD logo, or anyone standing around with hands on their hips just looking.
