What's the intended use of vetted reputable heroin, such that savvy heroin consumers will be able to utilize product liability laws against the unvetted/disreputable sellers?

Meth would most likely not be an issue if safer, legal alternatives were available. I doubt much good comes from inexact manufacturing of bathtub pharmaceuticals in a trailer home owned by Bubba and Jennifer.

What do you have in mind that would be similarly enticing but "safer" for those who currently seek out meth?

Why would this work any differently than it does with any other product, and why does it matter than a smack head might be less liable to take issue with inconsistent product?

To get high.

Most heroin deaths are due to additives like fentanyl or mis-measured doses, because dealers don't have to vouch for composition or concentration.

The question is not "will opiate addicts ruin their lives" because the answer is yes regardless of anything the government does. It's "what policies best minimize harm and maximize future chances to get clean."
