He is saying he tapped out, and punted on the decision of Obstruction.
That's not what prosecutors do. You lay out the evidence and either Guilty or innocence- yes or no decision. He did the same thing that Comey did to Hillary.
He said "Shame on Muller for not having the guts to come out one way or the other".

I fail to see how anyone could make an obstruction case on someone saying I didn't do it LOL.
Hell anyone could beat that rap in court. Any real judge would throw the case out laughing.

I figured he would do this. Just like Comey. You guys should acquaint yourself with the concept of the “political question.” The context is different but the notion is the same.

He couldn't draw a conclusion on obstruction of justice despite the fact that Andrew McCabe and James Comey testified under oath that Trump did not interfere with their investigation.
He basically gave the Dems cover to question his no collusion finding by making it possible to make the case that he wasn't allowed to properly investigate and produce the evidence of collusion he may have found otherwise.
