That means that republicans have total control of those states less than 5 years out of the past 143 years. Trying to blame the poverty problems of those states on republicans is not going to work, because the roots of those problems go back decades and the democrats are the ones to blame for that.

Mississippi 37% black
Louisiana 37% black
Alabama 26% black
That has a lot to do with why those states are among the poorest states.
