How stupid does he think the democrat base is to believe that there is a smoking gun in grand jury documents-- that cannot be released according to the laws and regulations?
The grand jury material is already tainted. Weissmann even lied to set up Manafort, much less Flynn, Carter, Papa, Cohen, Stone- and hid exculpatory evidence
What are they going to see? Footnotes of who called CNN to tip them of the arrest of Manafort and Stone at gun point at dawn? CIA assets that were made to be Russian agents? The $10,000 marked bills they gave to Papa? The 302's of their falsified bullshite? Evidence of them shaking down people threatening Papa's wife to compose?

Schiff is just stating the obvious, that republicans are not going to uphold their Constitutional duties to hold the president responsible for the crimes confirmed in the Mueller report.
Six hours of testimony the other day and the pubs never questioned the accuracy of anything contained in the report that showed the president broke the law, they just wanted to complain about how the investigation started in the first place, just try to get the president off on a technicality and not a valid one at that.
Nothing is more clear about this than that the pubs are not interested in holding Trump accountable, they are interested in their best chance to keep their jobs.

When do we just change the name from the republican party to the russian party?

You seem to have a lot of trouble following the plot even though Mueller has said a hundred times that he was not allowed to indict the president and that his job was to present the evidence to Congress and have them do their jobs as it related to the president.
Mueller went so far to say that he couldn't exonerate the president, and from that we should be able to take a hint what he meant by that.
If that hint is not good enough, then read the 10 separate acts of obstruction of justice laid out in the report and also Mueller's testimony that encrypted messages by members of Trump's campaign and lies that were told and witness tampering interfered with his ability to prosecute conspiracy.
