Great idea, and I think GOP has a few opportunities like these to call bluffs.
One example: A Republican should introduce a bill making it illegal to pay women less for doing the same jobs as men. It’s already illegal to do that, so this bill wouldn’t move the needle, but signing the bill would give Trump all the possible political points for it and take this constant virtue signal off the table for Democrats.

This wouldn't be calling a bluff; it would give Dems the political cover they need to go all in because it's the President's own party initiating impeachment proceedings.
A sure-fire recipe for Republican self-immolation.
not if they all voted no

Not gonna happen.
There's a war within the Democrat party over impeachment. AOC and the rest of the new blood want Trump drawn and quartered at any cost. If the Republicans initiate impeachment proceedings, the old guard amongst the Dems has much less of an incentive to hold the more rabid elements of the party at bay.
And it's naive to think that Pelosi wouldn't gleefully move forward with impeachment if she thought she could get away with it while spending little to nothing in terms of political capital.

Im with Sentrius, its very easy to be in the minority and vote on something you know will never pass. They are in the majority, stop the saber rattling and lets get busy with it.
Pelosi would not be gleeful, she would be horrified, it would destroy their chances of the house next year.
And it is like the green deal, dont hear the ones who voted "present" spouting off anymore do you????
And can you imagine they vote, then the declass, and its obvious many had privy information that clearly showed it was a set up....and they knew it....and voted to impeach anyway? Puts people like Pelosi in a VERY VERY AWKWARD situation.
