IMO- Pence is better at the daily soccermom comfort talks than both Trump and Cuomo. The daily comfort talks aspect of the War Against the Invisible Enemy just does not not fit Trump's brash, in-your-face persona or psyche, but he has done well nonetheless.

Despite the "fall guy" theories, I think that Pence's calming demeanor was why Trump tasked him to head the Coronavirus-19 Task Force. Cuomo has done well in that regard as well, except when he goes on his "the Feds need to do mOrE!" rants.

Plus, when you factor in Cuomo's earlier abortion-on-demand salivation...

Advantage Pence.

The data is getting better and better. Even if it looks "bad" the better and more clear their data is, the less they will talk about doomsday scenarios.

Like Dr. Birx's "in no reality" statement.

(To contrast, when your data could look like Hubei or Lombardy, you have to be more cautious. Now that your own data looks better, optimism is a legitimate option.)
