All cell phones have a unique ID.
They ping location data to the towers, that data is saved and (I think it was) "True the Vote" bought the data from the providers.

Heard his interview on Bongino's radio show today....D'Souza has the lying cheating Democrats by the privates and they have absolutely no answer to the facts laid out in the film.
