This list has nothing to do with what you want it to but it is still a very successful list even though your 1st Tier criminal has not been arrested yet.
I know with a lot of you Panicans..... whenever something like this comes out and it does not include the very one thing you want on it, you dumbasses consider it a failure and will bitch about it for a few days
