What’s ailing my outboard?

25 older mercury tiller. Runs fine for a few minutes then it will run for 10 seconds then strain like it’s going to die but only for a second then another 10 seconds, repeat. It happens more at higher RPMs

Plenty of fuel
Nothing I could see in the fuel filter
Spark plugs look good
Took the cover off and the inside looks brand new
Was thinking maybe the tank wasn’t venting properly but didn’t think to test that until I got back to the house.

The more info you can give on what’s going on and how it’s acting the better. I can think of about 15 things that could lead to that, most of them fuel/carb related. Really just have to start ruling stuff out one component at a time. Start with the carb and work backwards, a good carb cleaning is step one and usually the issue, but it sounds like you may have an air leak somewhere in the lines.

High speed jets are plugging up.

Or, in line fuel filter dirty.

If it jerks when this happens, it is water in your fuel tank.

Since you've eliminated the most obvious culprits, I'll share this... I had an older 40 Merc that was doing exactly what you described.

Turned out to be water in the lower unit due to the seal deteriorating enough to allow in water.

I would replace the fuel lines. It's a cheap and easy fix if they are the problem.

Carb rebuild kits are pretty cheap. ETA: fuel lines as well. You could also rebuild/replace the fuel pump while you're at it
