My cat stays outside on the un-screened patio.
Any suggestions on how to keep the mosquitoes off of her?

Spartan does work. This late in the year you will need to put out 2x the recommended traps for your lot.
I have a 3/4 acre lot. One package (2 traps) is recommended for spring. I put out 4 traps in May and have seen one mosquito all summer.
