Mercury outboard question

I know most don't own Mercury's, but maybe someone has some insight. Does the gap in the picture seem like it belongs there? I've had the boat about 3 years, never noticed this before, but never really looked.

Is there a lot of play in the bracket. Those swivel brackets do wear over time.

everything is pretty tight. i ran it a couple of weeks ago and it ran fine.

i know the top housing doesn't turn, and the smaller shaft does (I assume it's the drive shaft, but haven't dug into the 500 pages of the manual), so I assume total watertightness is not possible, but the gap between the top housing and the shaft just concerns me. just want to make sure so i don't damage it.

I think that’s just a cover to protect the shift rod. The pivot shaft that the center section is bolted to, motor sits on top, is hollow and the shift rod runs down the center into the lower unit. As long as everything is tight with no slop ther should be nothing there moving enough to cause issue
