Obviously depends on where you wanting to fish in bay. It’s a huge place with ways to hide from most winds. I personally like the tide and the wind to be going in the same direction and under 10MPH. I can usually find spots in those conditions to catchem. Good luck

East Bay or west bay? What time of year?
East bay spring and summer the best wind is light to no wind to get out midbay reefs.

West bay and this time of year.
We killed the reds today - not so much on the trout. 20” limit is tough. We threw back many 18” reds.

Both are great on a slight SE. a north or hard east will churn East up quick. Never done great with a west wind but those rare. West has enough grass and coves that you can find a place no matter if you don’t mind burning gas. just avoid the open water.

prevailing inshore wind spring to fall is SE.
a west wind or a north wind are both non prevailing and tend to muck things up
a strong north wind (like a winter front) can leave you high and dry if you are not careful
