Manchac bayou - carp?

My neighborhood backs up to Manchac Bayou near Bayou fountain. Took my little boy fishing there a few times during the quarantine. Nothing. No bass, no bream, no gar, no catfish. Nothing.
Large fish are hitting the surface but I think it’s all carp.
1. Is it possible that area is filled with carp?
2. If it is carp, are there any good baits to catch them from the bank?
I know it’s a crappy way to fish, but just trying to pass the time with my little boy and it’s close to home. Thanks for any info.

Usually you can see the gar on the surface. I don’t see any, but I did see what appeared to be a carp one time.

They are likely spawning right now and won’t eat anything. Normally, as one poster said, worms should work. Also corn, some dog food, powerbait, etc.

Sounds like it could be Buffalo. They feed ob plankton. Impossible to catch with a rod. Not even bread will work. But I see them on the surface all the time.
