Looks like a fence lizard, just a really dark one.
The Texas Spiny Lizard looks similar, but isn't as dark and gets a lot bigger.

We used to call those blue belly racers, when I was a kid we used to catch them at the river bar and sold them at the pet store $1.00 a pop. But they were so fast maybe caught one if we were dedicated for hours. almost never caught one, but used to catch tons of rattle snaked and all sorts of other lizards. Those were blue belly racers were impossible. That is if those are the same. This was on the north west coast mountains (cali) in the river valley passes.
