Fishing in federal waters with out of state license

So if I have a Texas fishing license can I fish in federal waters off the coast of others states? How does this work?

As long as you don't plan to come back to any state waters except TX.

You sure?? So if I launch in perdido bay and fish down Ono into Florida I don't need a separate license so long as I head back to Alabama? shite has always confused me.

Correct sir, assuming you have no other state licenses, you would only be able to bring said fish back to Texas.
