Euro mount repair

I had a small 8 pt euro mounted on a board, this was done by a taxidermist. I recently moved and when my wife picked up the mount by the horns it separated from the board, it was apparently epoxied to a piece of wood which was then screwed into the board.
I was just going to use some 5200 to reglue, do I need to grind out the old epoxy or will the 5200 stick to it?

Put a nail in the wall. Hook the opening in the back of the skull in the nail.

This is what I do. I personally like the look better than the skull being mounted on a piece of wood or some other material.

Unfortunately the way he cut the back of the skull this is not possible

There is a small but string bone right where the bottom of the cranial cavity meets the nose/sinus area. You could drill a small pilot and crew the mount back onto the wood, from the back into that bone.
