He cannot change the language in the statutes - ATF doesn't even have authority to regulate magazine construction - they only control the lower receiver and the FFL holders. They can slow roll FFL applications, they can clog up the FBI background checks, but ultimately, without statutory changes, there is little they can do (at least little that is legal - they did allow weapons to cross into Mexico, hoping they would be used in a crime to therefore justify more gun laws - so, anything is possible - just doesn't make it legal.)

If I overpaid for anything it was 2 Glock 19 15rd mags I order a week ago when Natchez got them in stock. Paid $35 each. Everything else I got was at regular prices.

Also, I wouldn't say we're out of the woods yet. This report is coming from the NRA after all, what else would you expect them to say?
