Cobra dx 19 3 and a dx 4 I think are the models of the cb. And two magnetic mount radio shack antennas.

Have you verified no continuity exists between shield and center conductor of the coax?
How long is the coax? Long run will be lossy.
SWR readings of that high indicate something is drastically wrong...not just length of antenna.
I think my stinger on my Wilson 1000 is longer than 3 feet though. Hmm...11meter...1/4 wave.

Problem solved.
Go buy some Wilson Lil Will's or Wilson 1000 trucker with mirror mounts. will work fine then.
