Trying to hang some water hose brackets on my house. Better to screw into the brick or the mortar?

And a water hose doesn't weigh that much. If you were hanging some decorative iron piece I'd say Brick, but go mortar.

Mortar as someone has already said it is MUCH MUCH easier to drill into and easy to patch. Weight not an issue for mortar.

This. Drilling in brick without the right bit and a whole lot of patience can be a PITA
