When did eBay change their payment policy?

Selling a nice Ping G410 driver.
Some guy with 1 prior feedback wins it. A few days pass and he asks for a tracking number. I log in and eBay still says payment hasn't been received, but he says he used PayPal and it's pending.
I call eBay up and this is what they say: I have to ship the driver, and have him receive it, before Paypal releases his $300 to me.
WTF?

How long have you been selling on Ebay under the current account?

fraud protection dude.
the money is held until he says he received the goods he purchased.
you better make sure you have a tracking # that shows it was delivered because if not he can claim he never got it and get his money back.

somebody posted a few weeks ago about how this change affected him and how it was meant to drive the smaller seller out of business.

That usually only applies to new sellers or sellers with poor feedback.
Unless they changed it, which they probably did.

If you ship it through EBay using USPS, your funds will be released when the mailing label is scanned at the post office when you mail it.

Its been that way for awhile. I think this usually happens to people who rarely sell items.

I'm not going to ship it under those circumstances to a guy who just signed up for eBay on 12/19/2020.

The way it works is that PayPal has the money, but puts a hold on it until you ship the item. Once the item is shipped, not necessarily received by the buyer, the money is released to your account. You should be able to see on your PayPal account that the buyer has, in fact, paid.

This is something completely different and what you're talking about is in no way correct
To the OP, they do this for PayPal accounts that are seldomly used. If you confirm the money is in your paypal account, but being held, then you have the money. You just need to make sure you ship the item with tracking. Once the package shows delivered, paypal will usually release the money within 24 hours

i got burned on Paypal once. Ordered a battery, not on ebay, paid with paypal. The ship it out of New Jersey. tracking number only had Baton Rouge on it, not my address. Tracking side it was delivered, nothing in my mail box, and when i submitted a claim with paypay, they said since the tracking said it was delivered Im out of luck.

I did this on my first sale or two way back.
eBay is going to eventually go the way of Amazon. That's their plan for global re-domination again. Small sellers being forced out yet again.
