I believe it started with the Zulu parade with women constantly upping their game trying to flirt with float riders handing out coconuts.

Flashing was just taking that practice to its logical conclusion.

Mid 70's according to a study done by a sociologist at LSU.

It started with a nudist colony when they visited NOLA...

Eta: he mad us watch the documentary in class as part of a shameless plug for his competence.

I have been riding in NOLA since 1989 and it has been going on since at least then. I will say this, on the parade route, it does not happen nearly as much as it did in the 90's.

Most likely this. By 1980 when I started high school, there was a Mardi Gras coffee table book had been published in the late '70s. There were photos of one bar on Bourbon that had bare-breasted women.
