Depends on definition of best, but Hulk Hogan and Ric Flair are the 2 biggest draws of the 80s. And I don’t think that’s debatable.

Probably not in popularity but one of the for real toughest was the Iron Sheik. They said if he really wanted to he could have tied Hulk Hogan into a knot and wouldn't have broken a sweat doing so. He was one tough mother
