15Their findings conclude that the United States military is not ready for large scale combat operations and that partial conscription maybe required due to the "obsolescence" of the all-volunteer design developed during the 1970s and 1980s.

All the best officers get out as Captains and move on to the civilian sector because they get sick of dealing with the bureaucratic nonsense of the military. Our field grade level and up officer corps is filled with mediocrity.
