Do you really not understand the difference in how black people use the word toward one another and white people directly calling them that word?
You’re also assuming all black people go around all the time calling one another by that. They don’t. Maybe in Louisiana they do, but I promise you all over the US, there are black people who don’t always say it.

My belief is that this lady shouldn’t lose her license over this. She wasn’t practicing medicine. Had she been treating survivors and told them these things during treatment, she would and should lose her license.

I can lose my engineering license for things completely unrelated to the practice of engineering. Most professional licenses are the same way.
