I see people do that sort of thing regularly, and I always think they are so lucky that they didn’t crash themselves and a bunch of other folks. But even if they did, they probably wouldn’t care.

My experience of living in VA. tells me that the driver of the white car is 100% a Chinese woman. Worst drivers of all time.

I commute more than 100 miles round trip a day in Houston.
I see this shite daily, sometimes multiple times a day. It's crazy there aren't more deadly crashes here.

Reminds me of the early morning west bound 10/12 exit leading to Essen where drivers stop in the travel lane to butt in.

I will get downvoted for this but that probably happens a lot , at that exit, with some people never driving that quick exit. Had those orange barrels not been that far up white car could have accelerated past SUV and merged.
We have a exit very similar where i-95 mergers into the beginning of I-10 here in jax.
I used to drive it daily to get home. With it being such an important artery for the nation a lot of out of towers are on it and literally have to make a quick decision to go 95 or 10.At least every week i would see someone make that same exact move. It got to where when i would merge into I-10 i would leave 2 car lengths in case someone made that same last min decision. Had a major wreck there at least once a month with Big trucks overturning etc..Not saying White Car is not at fault but maybe the city could do more to warn cars especially out of town drivers exit approaching and move those barrels further back.

This happens all the time in BR, particularly at the 10/12 split. 
I was driving home from work one evening in the '80's when an Asian lady in a Toyota Tercel passed up the Acadian Thruway exit then stopped her car and backed up ON THE INTERSTATE to take the exit. Amazingly she did not cause an accident.
