Honestly in New Orleans this is totally true. I've even pointed this out on my own to people who visit. You can tell when you go from one neighborhood to the next because the sky basically opens up on top of you from uptown to central city. With uptown being more wealthy and central city being less wealthy.

ETA: this is true for other areas in the city as well.
