It is hard to tell from the video but I could not see any traffic control set up on the side of road with the tow truck. Basically, no warning for the oncoming Duke brother(s).
If so, that could be problematic for the towing company and/or the public entity responsible for traffic control at the crash site.

that is 100 % the cops fault and they need to be sued like hell
the tow truck was there to pick up the vehicles in the median, the cops failed to provide adequate warning to oncoming traffic that the lane was closed and blocked.
not a single cop crossed over to put his vehicle there to warn anyone.
the tow truckdriver also has some liability for stopping in a major traffic lane as well, but its mostly the cops failure that caused that
