Why would the percentages be different in different parishes? Why bother with such a law at the parish level (or any level at that matter)?

I lived in both NLA and SLA for many years and I can say that at least we are both united by our general distrust of other races.

Grew up in the south. Once you learn more about the LA, you delve deep to see there's more like 4 or 5 cultures in LA itself. I enjoyed living them all.
