The simple human we have works just fine to keep the dog out... unless someone is lazy and props the lid open... teenagers can't wait 3 seconds for the can to open.

Have you tried putting it behind a door that he can't get into, like a pantry? I had a chocolate lab and boxer that would love to create the trash buffets in the kitchen and simply stopped it by putting the can in there.

They do this when they're bored. Cats are hunters. If they're Siamese, just be glad that they aren't making a lot of noise.
