What the fuk are you talking about they can’t teach civics let alone what you suggested have you met a teacher that can teach those 4 basic skills?

Most high schools offer “personal finance“ as a course. Most high schools offer “excel and powerpoint”. High schools in our area require you to take a short CPR/First Aid class prior to graduation, but they also teach those skills in the athletic training course.
Unfortunately less and less schools are offering auto shop, and that’s disappointing, but the school I went to had it and still does.
The examples your provided are taught in most high schools, but I see your point. What we truly need are more “trade” skills to be taught in high school like agriculture, electrical, plumbing, etc

I know an almost mid-70 year couple that went to NC State. According to them, they had to be able to tread water with their hands & feet bound for a few minutes to graduate as a life survival skill.
Doubt the school requires that anymore.
Must be a N.C. public university thing. I graduated from another school in the state and we were required to swim one lap (25 meters) and tread water for a few minutes with arms over head (not feet bound though) as part of our mandatory freshman level PE class. This was supposedly a graduation requirement.
And this was in mid to late 2000’s

Our school has most of what you listed (usually falls under Consumer Sciences).
That said, when it was suggested they might make it required instead of an elective parents lost their shite.
Our county also has some trade magnets but parents often steer their kids away from them.

Actually these classes should begin in about the third grade and continue through high school.

That's what they should be teaching, mostly, to the non college-bound students as it is.
Give them a smattering of history, research skills, basic science, and then focus on things like "real world" math - financing, paycheck calculation, job interview skills, an exploration of crafts, trades, occupations, etc.
Instead we push nearly 100% of them into a "college" prep program for no good reason.

Why can’t parents teach their kids this?

Haven’t been in school for 20 years but back then we had that
Most schools have classes like this. The administration treats them like dumping grounds for trouble students and label them as non academic classes. Public education is a testing game in order to qualify for funding and grants. These type classes don't apply to testing so they don't matter. I am a former vocational education teacher and I speak from experience. Small gas engines, welding, electrical and plumbing, wood working, plant science, animal science, small business finance, leadership, public speaking all were things I taught. My classes were considered an elective outside the real education of the school. Students that refused to participate in academics were crammed in until some classes were over 30. Try teaching welding to 30 students when half are juvenile delinquents, or better yet how to use a skill saw. Until education changes from a testing game you are better off home schooling and teaching them these life skills yourself because they will never get them in a public school.

- Basic cooking skills

Things like:
- Basic finances (and how student loans work)
- How to change a tire
- CPR
I actually was taught all of this in the “Health/Drivers Ed” variation of PE
As well as how to balance a check book (in 2010 too)
quote:
- basic skills on different programs (excel, access, etc)
And this was taught to me in 7th grade algebra

What else should be added?
in middle school we had "exploratory classes" that rotated each 6 or 9 weeks or whatever the report card breakdown was at the time. home ec, shop, etc....one class stood out to me and it was a class where we learned things like writing checks and balancing a checkbook and other real world shite that we no longer need to do lol. but it was incredibly valuable just to get kids thinking about how to manage personal finances and the like. I think we even took a test similar to the ASVAB that gave every kid a snapshot into how they think and what their skills might be.

Yes, I guess, if the kids don’t have parents
