While what you say here is an oversimplification, the problem with it is that for that strategy to work there would need to be a longterm plan (as in spanning decades) that includes other policies to work in concert with the economic side that is consistently applied over time. That was never going to happen once our politicians got in bed (both figuratively and literally..) with the Chinese.
