Not really sure what declaring a " State of Emergency" really does, other than heightens awareness to all agencies to be prepared.

Mostly I think it opens up the state to be eligible for federal relief money and such

Storm chasers (who are knowledgeable and can do it safely) provide a huge service during severe weather. Research has shown that people will react and seek shelter when there is a visual confirmation or video of a tornado in their area. That’s why so many news stations have these big tower cameras now. Chasers can provide video or at least confirmation when a tornado is on the ground. That guy is just some climate change nut (even if he is a meteorologist), and doesn’t truly understand what he is talking about.
