Me thinks maintenance wasn't a big priority even before the white folks started to leave. Maybe, the lack of maintenance was but another reason folks left that shithole.

I think whites started to leave Jackson before the plant in question ever opened in the 90s.
They just went from having competent people running it to dumbass connected guys running it until it fell apart. Like a Venezuelan refinery.
