Because the overwhelming majority of folks are coming down with symptoms inside of 4 days.
I know it may seem dumb, but quarantines aren't designed to cover the worst case scenario. They're designed to catch as many cases as possible while keeping healthy folks quarantined as short as possible.

It's not that far fetched.
3700 people have been sharing one buffet for breakfast and lunch for nearly two weeks.
A cruise ship is absolutely the worst place possible to encounting a virus. These numbers show up every so often in norovirus cases on cruise ships.
Not saying Chinese numbers are infallible, but they've been instilling draconian measures in most areas for over half a month now. If not one is leaving their homes in infected areas, the numbers are not that far fetched.

Everyone has been quarantined to their rooms since the first case. They are being served food by room service.

I took serious notice when countries started evacuating its citizens and immediately put them in isolation. Our own government has misinformed the people of the seriousness of the situation. This is the first time in my life of 66 years have I ever seen anything compared to this. China has been lying and our own government has avoided a panic in our country. President Trump is the right man at the right time to help protect our population. But he knows that this is only temporary. The epicenter is steadily growing outward. Malaysia,India and Africa will soon be in turmoil if this virus doesn't slow before the hotter temps slow it down. But it will only be a temporary solution to a permanent problem.
Question for the brilliant people out there. If Coronavirus is kin to the common cold. What have they done to cure the common cold?

Sure, but by the time the "first case" is diagnosed in a setting like a cruise ship, things are fricked.
Everything about a cruise ship makes the spread of viruses more potent. Incredibly tight living quarters. Everyone who wants breakfast or lunch is eating from the same buffet. Etc.
This cruise is a great case study, no doubt, but it's impossible to extrapolate numbers from it.
87% of Japanese cases are because of that ship.

Explain. The press releases say this cruise started on 1/20. Came into port on 2/4 where the first 10 cases were confirmed...

How does it not? Millions of people spaced out, quarantined in their houses, able to avoid people compared with 3000 people confined to a 600 yard ship in which everyone touches the same things over and over and over again? Most of the people showing signs now prob caught it a week or two ago when they were still allowed to gather in common areas as long as they kept space.... but that does change the fact that they are still touching doors, railings, etc.. after each other.
shite, they suspect that the virus was passed through drainage pipes in HK between a man and a woman 10 floors apart. If that’s possible, think of the likelyhood on a ship sharing air ventilation and they likes.

I don’t remember where I read it but I read a scholarly source once that claimed it is in our best interest to not sure the common cold. Something along the lines of it is not lethal yet it allows our immune system to keep in practice so when the bigger bugs come around, it is ready.

This is not entirely accurate. They were/ are allowed out of their rooms but not all at the same time and only for a brief time. Those in the interior are allowed out more frequently than those with balconies and bigger cabins. This was the case a week ago.
SOURCE: A US couple on the ship that have a balcony cabin were on the Clay Travis show last week describing the conditions.
They also didn't seem too bothered by the whole ordeal which struck me as odd as it sounds like hell on earth to me. Of course a cruise in general isn't really my thing.

So you’re saying they were allowed outside of their rooms like I just stated, which is different than stated a few posts up...
They were allowed outside of their rooms as long as they didn’t interact. My statement is true, you just added more details around the restrictions.

I guess unlike the director of the cdc you believe the quarantines will stop the spread. They won’t. Cruise ships aren’t the only places with high population densities. I can assure you that if the billion people living in China were being screened like the 3000 on that ship we’d see a hell of a lot more cases than 167.

The cruise ship is a terrible environment to be sick in, but everyone has known for a while and has been quarantined in their quarters.
Depending on the method of transmission a single ship should be much easier to sanitize.
It should be much more difficult to stop citywide transmission.
