Don't know if I have seen this happen before with a car tracking device:

I have insurance and I will need it because the cops sure as hell aren't going to track down your car even if you have the exact location.
No way am I chasing down a car, but if it is in the act I will act accordingly.

FIL had car taken in Metairie. JPSO on with Onstar stated address out loud in the East. Figured NOPD would take forever so we drove by and saw no one there. Called NOPD and told them send a car because we’re taking it back and might get killed. They got their quickly. Only damage was mirror with Onstar buttons torn off.

What's shocking about your statement is that it isn't hyperbole. Let's break it down:
-Future court costs
-Future incarceration costs
-Would this person sire many offspring that would be on public assistance?
-Would this person end up killing a productive member of society which would technically be lost capital.
Probably missing a few items.
