So it would make sense they add riot relief to this spending bill.

If you are a business owner in one of these cities that saw rioting and looting, and that city had a mayor that refused to allow police to put an end to it, you should already be suing the city and the mayor.

Legal precedent says that the cops aren’t required to respond to a complaint.
Where this should put liability on the city / state is when they refuse to respond but threaten any business owner who protects their property.
The cops won’t do their jobs and they’ll be goddamned if anyone else does it for them!

There were literally mayors who refused to allow police to do their job. That is a mayor who failed to uphold law and order and protect the safety and lives of law abiding citizens.
