Neighbor moves in, knocks down a back up Entergy braided wire, causes damage to our cars

The neighbor's friend was driving the Uhaul, it wasn't the largest truck you can get but it was one with that little area above the cab.
She drives in, knocks down a line and it was a metal, braided wire that scratched up the cars pretty bad.
Fire department was called, they came out, told us to not touch the wire. After two hours, they ended up cutting the wire with bolt cutters (obviously it wasn't a hot wire)
My neighbor filed a police report because that car is pretty messed up, just from the braided wire.
A police officer came out and spoke to the neighbor, like I said is friends with the girl who was driving the Uhaul, and she (the neighbor) started going on about subpoenas, as if she wasn't going to divulge the name of her friend who caused this.
It has since been turned over to detectives and is being treated as a hit and run, because that's exactly what the girl did. I couldn't leave my house that day because of the wire. Entergy showed up (after I called them) and got rid of it.
Long story short, what would you do if this happened to you? Realistically. My neighbor called the detective and he said he has no information on the Uhaul or the girl who was driving it. He said he plans on talking to the neighbor in person only because she knows the name of the girl who caused the accident. I get he has other cases but this has been over a month and he still hasn't even talked to the other party. I mean.....
It's like she (the neighbor) wants to protect her friend and I get that but it's an accident. You don't just turn around and say, "I didn't mean to do that" and the fired department is called out and people can't leave their homes.
To me, she's making it harder on herself to insist, apparently, on a subpoena, and go to court and pay court costs when she could just tell the detective the other girls name and none of this other stuff would have to happen.

Ok.
Neighbor's friend drives in big Uhaul. Knocks down power line.
Causes damage to my car.
Neighbor refuses to give info of friend who was driving. Even the cop said the only way she'll give it is if she's subpoenaed.
Turned over to detectives. After a month, no new info.

I thought you were talking about 2 different neighbors. So the neighbor that filed the police report is the same one that won't give up the name of her friend? I thought for sure those were 2 different neighbors.

They are two different neighbors.
Sorry about the confusion.
The neighbor who filed it is my neighbor, we live in a big house that is divided into a few individual townhouses. We share the same parking area. Her car was damaged because of the person who lives in the neighboring house's friend.
Two different properties.
The girl in the neighboring house is the one who won't give up the name of her friend.

Does your good neighbor look like she can fight? If so is there a sonic close? This maybe time to use ole girl for some intimidation tactics

The stuff to my vehicle is pretty minimal but her car is really scratched up.
All she's trying to do is resolve it amicably and the neighbor, for whatever reason, is digging in her heels. I guess it's to protect her friend and I understand that but if you cause an accident, which everyone agrees on, you deal with it.
You don't just turn around and say, "I didn't mean to do that."
The only reason the detective needs to talk to the neighbor is to get the name of the woman who was driving the Uhaul. After that, the neighbor isn't involved.
But I'm pretty flabbergasted that she's insistent on not cooperating and almost demanding a subpoena when she'll have to pay court costs and whatever.
The reason I started this is because my neighbor (the one with the scratched up car) is a good neighbor and I'm trying to help her out.
Do you see anything that can be done to expedite this? Again, I get the detective has more cases but sheesh.....

It sucks but unless the detective can incriminate the bad neighbor's friend with some kind of evidence I don't believe a lot can be done if the bad neighbor doesn't speak up. I would be pissed if it was my car and was really scratched up like you say it is.

But the neighbor knows who was driving. That's definitive. I saw her out there with the friend and my neighbor did as well.
Like I said, talk to the neighbor and get the name of the friend. If she wants to dig in her heels and get a subpoena and pay court costs, do that but either way, she'll inevitably have to give out that information. Don't you think?

Sounds like its going to be a he said she said but if both of you saw her friend do it than yes file the subpoena if she doesn't want to give up the friend's name.

if the Lake Charles cops are anything like the BR cops, you won't get much help. Try telling the cop the girl in the Uhaul had a donut tied around her neck.

File under your collision and comprehensive coverage (if you have it) and let your insurance company sort it out, that is what you pay them for.
